It seems like the storm covenant are fighting the prometheans in the halo 5 opening cinematic.Weren't they under Jul Mdama?Why are they figthing each other?

They are no longer under his control. Additionally, there is no such thing as the 'Storm' Covenant. Storm is a rank you can hold.
