I wish I could answer that to fit your assurance, ask the guy that asked Christians kids to stand up in a classroom and then murdered them in cold blood. He would know about the fear I mentioned.

Fear from the police I guess.. I don't know why anyone would be scared to speak.

Good example! Police! Why shoot me because I'm approaching you about the controversy you're stirring? Plenty of reasons why no one would speak in general. If a guy breaks into my house that I built and is wanting to steal something or harm me and my wife and kid I would fear for my daughter to bother speaking up. Or fear for my bro that went all through high school fearing to tell people about he's gay, afraid of how they treat him as a social individual. Plenty of reasons to fear speaking.
