I completed the Old Hunger questline but didn't get my shader ;(

No. Completing The Old Hunger questline requires all 50 calcified fragments. The last 3 are obtainable from the Heroic King's Fall raid. Don't worry, you will get your shader :)

I completed the quest...Have 47fragments and have touch of malice and emblem but no shader...When I want to equip the shader the info says that it requires the completion of the old Hunger questline

There is still another step to the questline that triggers once you have all 50 fragments.
