First of all, I didn't come up with this, someone else did and I am just spreading the word because it's still an issue for some people.
SO you keep going to Court of Oryx hoping you will meet other guardians who may help with your runes but keep hitting a ghost town? There is a trick: Every time you board the Dreadnought and head right to Hall of Souls (where Court of Oryx is), as soon as you hit the "transition area" (the pathway connecting The Breach and Hall of Souls), walk through that pathway really slowly until you reach Hall of Souls.
There is a matchmaking system between every location, not just when you launch the patrol. The reason for not being able to see anyone in CoO is that the transition area is too small and if you sprint through it, the matchmaking system will fail to match you with other guardians. If you walk through the pathway slowly, the game will have enough time to match you with others.
I've had the same issue at the beginning but after I started using this trick, I have always met bunch of people in CoO.
Please bump and like this so others can see it. I think this is a really helpful trick.

Edit: Thanks for all the positive feedback. This trick works on any Dreadnought locations and you can use it both ways - meaning that if you DO want to be alone in a location, sprint through the transition zone and there is a high chance you will end up alone. Good for Hadium Flakes farming in The Mausoleum for example.
Also, this will work on the planets, not just Dreadnought. But it's generally not an issue there because the transition zones are big enough to allow matchmaking to finish (except Earth - Rocket Yard).

does this work on skywatch? every time I go to skywatch to fight the taken champion it's a ghost town...no randoms...just me and the taken captains, champion, and about 100 other enemies...lol

On these days runes would drop more so people could keep on chaining runes and bosses would drop specific loot. So if you killed vorlog on tier 2 on CoO you had a chance (10% or so) to get a legendary chest piece that had a choice of three, solar armour buff, less arc damage taken or void splash recorvery (this would look this his chestplate except with three crystals in the chest one for each element). Or from the taken knight you could get a pulse rifle that looks taken as in it's glooming and stuff. This pulse would always have will of light as a choice from the middle column. The taken cabal guy drops a cabal skinned machine gun which comes with spinning up, solar damage and hidden hand. The three witches if killed on tier 2 in even shorter a time then normal have a good chance of dropping the Unholying Trinity helm for the hunters which is a reskinned mask of the third man. All these items if they drop would be a 290 if your above 280, 295 if your above 290, and if your above 295 then 300.
