Don't really know the solution to the marks....& i agree, pvp players shouldn't be forced into the raid to get gear to be competitive in iron banner. But except for the raid, and matchmade strikes, your play in pve dosent really affect others. When pve players are forced into pvp just for kills, you are negatively affecting your team....since it's much easier to get kills in team modes.
