Why the Sleeper Simulant is broken
It says it penetrates enemies
So why the hell does a Phalanx shield still block it?
It should penetrate the shield (part of the enemy) and kill the annoying bastards.

Say it penetrates until it hits a hard surface. .. like the shield.
