Question: why don't year two exotics accept the shaders but year one exotics do?

Cause Bungie likes being able to talk out of both sides of their mouth.

Some year 2's do.

So like... One or two new exotic accepts the shaders. Why couldn't they just make them all accept them? Makes no sense.
