Some of us on the Xbone has the same popup but when we hit B the popup went away and all the destinations returned unlocked. Not sure on the 360 tho.

unfortunately on the 360 that didnt work pressed b on the splash screen too but all locations except the first couple missions and tower remain locked... really disappointing :(
