Did you complete the hunger pangs quest? Or got 45 fragments?

I have 46 fragments and yes im Done with the quest.

Go to the dreadnaught mission selector screen on there it will tell you how many you have on that character If you are using the grimoire or a tracking app it will show how many you have per account You may have a couple on another character that you are missing on your main
