It takes two shots if you have the max armor build. It takes one shot if you have any other build. I always run recovery so I get one shot.

Oh damn I guess you need a headshot then or something cause when I was running golden gun for a quest I'd shoot them and get them down to literally no health then they'd hit me before I could shoot again D;
