Are Ir Halak and Ir Anuk still alive despite us defeating them because they're deathsingers ?

Ir Yut is still alive not because she's a Deathsinger, but because of sword logic. We did not stop her purpose, so she is not false, so she returned to her throne world. Ir Halak and Ir Anuk may still be alive if we did not stop their purpose. If we did, then they are dead
