For one: In crucible it doesn't deal double damage and it still costs you your health. For two: It has little accuracy until your health is at half, so the long range fights of normal scouts will be null and void if trying to even use it full auto. It is a difficult gun to obtain and its a BEAST in PVE but in PVP its subpar and could be outdone by a player with a decent legendary. [spoiler]Also its not hard to get if you arn't lazy.
