I have the same problem, but my Titan is level 25 because of the Spark of Light boost. Despite that, that's no message from the postmaster. I checked the kiosks, the mark is there for purchase, and the emote is there too, but the Shader is nowhere to be found. I have the shaders for the Hunter and Warlock, but there's no shader for the Titan in the kiosk.
