What are you waiting for? TTK is available and you wouldn't get refunds for past DLC. If you did it would be through MS not Bungie.

TTK is unavailable to my kids. Bungie is telling us to buy the previous 2 DLCs again in order to make TTK available. https://www.bungie.net/en/Forum/Post/158878382/0/0/1
