I've head shot a couple of Titans in their super and it drops their health to a sliver, I've also one shotted a couple of active SoL hammers. I guess it's just inconsistent but in the middle of writing my original post the thought occurred to me range could also play a factor but I'm pretty sure I was in close range to them and no one shot.
