Balancing reasons. Bungie didn't want "one gun to rule them all."

Other than that the game kicked ass though.

Bogus. The carbine is a poor substitute.

Not really. I think the BR would have been a detriment. With the sandbox balanced the way it is, each weapon has its own niche with pros and cons.

Not that I can think of. We know there's another project 343i is working on that takes place in New Mombasa. Who you play as and when it takes place is unknown.
