No you can hit the sunbreaker. It doesnt kill him and tethers take like 3 seconds to activate and kill the super which gives him time to oneshot you.
He can still live and continue on while you just wasted your super only to cancel his super and still die.

You mistake is that you want to hit the sunbreaker, you must anticipate sunbreaker, shoots to the ground or a wall (shadowshot is a trap for supers, not a -blam!-ing golden gun)

And if the sunbreaker never walks into range it gets wasted. So not only did you just die, but you also failed to stop the super. You always want to hit your targets in pve otherwise they will walk out of it. Shadowshot needs to cancel super on hit with the tethers canceling supers too
