I want to know how people are getting these 310 level artifacts. Mine is stuck at 300.

You need to finish the Taken War quest line and you'll get a quest called Echo of Oryx or something along that line, the last step is The Road to King's Fall where you need to kill the raid bosses. Eris rewards you with a choice of 310 artifact
