Can leveling up not need the dlc I find it bs to need dlc to level up

TTK raises the level cap. If you don't have it you only get to go to 34. There's no need for anything higher if you're just playing year 1 quests.

not sure but apparently you cant do anything with out dlc.. I have completed all quest bounties for 2 days... no exp... no legacy marks...

Who won't get anything TTK related unless you have the DLC payed for.
