If you already did "High Value Targets" on all characters, will you get legendary marks that you didn't receive? I don't want to miss out on those for already completing the quests. That literally punishes players that play the game and gives others an advantage that we missed. That's 45-75 legendary marks we would miss out on, depending on how much the quest gives. That would suck. That's not fair.
