Still no update on this issue with the digital standalone edition.
Its unavailable in the xbox store and the ingame directory link doesn't work at all.
I bought both expansions but still nothing.
When is issue getting addressed?
It seems that the uncommon suros weapons are more important than this.

My boys are having the same issue for Xbox One.

Bungie said TTK doesn't allow shareplay if that is the case but that is also BS

If the previous DLC has to be bought on the same account for TTK to work, then they needed to state that when buying the previous DLC.
