Yea, but you can still shoot. If you have a hunter you can normally gauge where they are going to be as once you evade you are stuck with it and you will always end up a set distance away and can be killed during the entire duration of the move. Works great in PVE, PVP seems to get you shot.

Its been great to me, depends on the players skill then. Tethered enemies move really slow. If a hunter dies from a slow moving enemy then they are bad

I'm not referring to shadestepping a slowed enemy. I'm not shadestepping trapped enemies, I'm shooting them in the face. Shadestepping a slowed enemy is a bit overkill.
