That's normal. The packages don't stack nor do they go to postmaster. So you have to open them as you get it before ranking up again or else you lose them. This happened to me yesterday when I turned in a bunch of bounties I didn't realize it and double ranked and lost one of the packages. It's stupid, IMO. But as far as I know it's not a bug.
