No, I'm not saying it's worth $20. I'm saying you still have access (even if it's limited) to the game.
It seems you have it planned to buy TTK when you are able. I hope that happens soon enough for you.
Getting angry at Bungie, and nearly everyone in your comments, is not going to help. Save up, buy TTK, play the game.
The only other options are:
1. Play what you have access to forever
2. Quit destiny altogether
