It makes me think there is an issue with the hdmi connection. Unlike pc the graphics don't tend to mess up. But it could be your console or firmware. Make sure everything is updated and check your connections.
It could even be the TV, or the hdmi cable itself

My tv is a 42 inch 120hz Sharp, but when I check my internet connection it's saying my latency is around 64 sec and that's weird that a tv has that. The shaking on my ps4 didn't start until June.

Try another lead and maybe try the console on another TV. I have had the hdmi fail before on ps3 but that was a terminal issue. It wasn't a cable. I'm all out if ideas. Google your model and see if anyone else had issues. Try another TV as it's odd it's both consoles. A new cable means nothing. Make sure it's a high speed hdmi

On my tv has three HDMI plugins and my bottom two was the problem of the shaking thing. I had my xbox one on the bottom one.
