These comments (which are all over the place) openly admit that its overpowered.

It's not... to be honest, most of these comments are from butthurt Hunters and Warlocks that are used to dominating with their supers. You do realize for a Titan to get a Cry Havoc kill (3 kills with their super) used to be nearly impossible... while Warlocks and Hunters do it routinely. Get your head out of your ass. Sunbreaker is fine. It's finally even among the classes.
