I didn't receive legendary marks for the High Value Targets quest. I know many people didn't. Can we be reimbursed for not getting them?

are you level 40?, i read somewhere that marks arent awarded for some reason until after you hit level 40.

Yup, level 40. And I had received marks from other quests.
