Why is it that I'm am not earning glimmer with enemy kills unless I use a glimmer boosting item? Is it a bug or a new game feature?

I think it's a new game feature. (Just my opinion.) I think the Majors/Ultras will only drop their glimmer if you are using a consumable. I noticed it before the patch for the 360, then it worked briefly as normal, and as of yesterday Majors/Ultras are [b]not[/b] dropping glimmer unless I use an Ether Seed/Black Wax Idol/etc.

Well I believe I have seen non majors/ultras drop glimmer while using a consumable but I have not compared the two
