Why don't the weekly heroics offer legendary marks anymore?

You only get legendary marks for your first 3 completions per account per week.

So how am I supposed to get marks then? Or is this why they took away the cap. Seeing as I can't get anymore for the day

You can get 30 per day for the 2 daily activities, and more from breaking down unwanted legendaries.
