Me and my brother play on Xbox 360. We bought ttk on his account. We both share the same Xbox and our accounts are only on this Xbox. It only lets him play the dlc missions and things. It says I would have to re purchase ttk. I don't know what to do please help

Should work for any account on your console and for your account (the one that purchased it) on any other console. Have you tried the steps in the OP? (Clear cache, reboot, restore licenses, launch from marketplace)

Well the game is account bound you will need to get another copy to play.
