Packages don't go to the postmaster anymore, you pick them up from the vanguard or faction leader. Note they no longer stack. That all said, I'm currently having a problem where ranking up Dead Orbit while playing missions or patrol does not send a package to the vendor either. Vanguard ones seem to be working correctly though.
