Each strike boss now has unique legendary items they can drop. So Valus Ta'aurc, the Cabal commander known for his multishot tracking rockets and accurate heavy machine gun, drops a unique scout rifle. Where is the logic in that? Who thinks of him and then says he's a scout rifle guy?
I do like the idea of the unique drops and some are fairly cool, like the Titan mark from Undying Mind (see my Titan), others just make no sense. Bungie, please put more thought in relating the unique drops more to the bosses, and give the weapons as much visual care as the armor.

Taniks uses a scorch cannon, his unique loot is an auto rifle.

Giant axe wielding knight drops a fusion rifle, rewards don't need to make sense...

Tread upon stars come from the shield brothers and the flayers as well, just like imago loop come from undying mind and echo chamber. Also the strike weapons are just reskins of old raid weapons, kind of a throw back, tread=vision, imago=fatebringer, omnigul pulse=oversoulish looking pulse, dark blade fusion=light of the abyss kinda, saber lmg=Poe lmg. Haven't seen the auto yet but I'm going to guess it looks like the poe one seeing as it come from Taniks.

Treads Upon Stars is awesome with the right perks. I got Red Dot OAS (my favorite sight) Triple Tap, Perfect Balance, Firefly.

Just be happy there's loot in the game that you can grind out without rng.

if the scout rifle you are talking about is Treads upon stars it is not unique to Valus Ta'aurc but it is unique to cabal strikes so you can get it from any cabal strike, shield strike, Dust palace,
