I bought both expansions myself, but on different accounts, same console and payment method, but it still says I can't buy the standalone copy. Can anyone help me?

Yep, the problem is that you bought a previous dlc in a different account but you still could play it. In TTK the dlc is only for one account that has both dlc *not shared*. Here is something to test it. Delete the dlc that you didn't buy in your account and in the in-game purchase option change to the Legendary and Collectors. Making you waste more money on something you had on your console. Sketchy Idea or Mayor Mistake done by Bungie.
