I'm testing the problem with my expansions and the only thing I can find is that the digital edition is bugged for numerous accounts. My brother can buy the TTK with his account on my xbox one, the menu in the directory will popup ready to be bought. But when switching accounts it didn't popup at all. It did popup when I uninstall both year one expansions, but then only the legendary and collector edition will be shown not the standard edition. Hope this helps because I'm really getting frustrated not being able to do most of the new content.
