Hey guys,
Contacted Microsoft there server for downloading DLC is currently down refer to this link for more details.
https://support.xbox.com/en-US/xbox-live-status
I suggest for those who have been lucky enough to even install the DLC to wait it out Microsoft are working hard to resolve this issue.
