Replying to myself like a derp, but I found the solution (so far) of how to download my content.
How to download the legendary edition on Xbox 360:
1. Find the Destiny Legendary Edition on the Xbox Marketplace
2. Select play now (it will not launch the actual game)
3. Once it opens, press A to start downloading content.
THIS WAS HARDER THAN IT HAD TO BE TO FIND THIS AFTER 6 HOURS.
