The only work around I've been able to do for the same problem is,
Have the primary profile that purchased the content logged on in spot 1 and the 2nd profile you wish to play as well be looked on it spot 2.
Have the 1st boot up the game wile the 2nd is logged on. Then download the DLC with the 1st.
After the game returns to the title screen or the 1st players character selection screen. Depending on witch, ether have 1st player return to the press A screen or have the 2nd player press A on the destiny title screen.
Then have player 2 start the very first DLC mission for TTK and your done.
After that the 2nd player will have access to all content 1st players does.
But when the Xbox is turned off the only way the 2nd profile can access the DLC again is to start Destiny with the 1st players profile and have player 2 press A at the title screen then choose the Guardian they wish to play as then head to the tower.
After that have 1st player log off then you done, player 2 can also change characters without having to log player one back on as long as they have gone to the tower first.
I hope this was helpful this is the only way me and my fiance have been able to play ether on the same Xbox or different xboxes.

Thanks. Have the profile that downloaded the DLC signed in 1st, then the 2nd profile can play by accessing the title screen. Hope they work out the bugs on this one.
