The Bungie post that you are replying to states where to find the weapons. Vanguard Quartermaster. The 6 (3 Vanguard & 3 Suros) weapons are available only to those who purchased Taken King.
I don't know your situation, but Bungie communicated months ago that the weapon bonus was available if TTK was pre-ordered by 8/31.
