I purchased the digital download with the Suros arsenal pack. I have the emblem and the shader but the Arsenal pack is not at the vanguard quartermaster and I can't find it anywhere. I am on Xbox one.

Lucky you.. You'll be even more frustrated when you find them.. Did you goto the Vanguard Quartermaster in the Hangar?

Yes and all he had was some Green guns for sale. There wasn't a pack there for me that gave me the 3 weapons.
