Why do I have to wait 20 hours for a download I already downloaded to play a game I just paid for that I already owned???

Same thing happening here. I downloaded a massive 17.6 GB file two days ago (apparently TTK) and have been doing quests and crucible. Now, there is another file(same size) downloading before I can play and it is taking forever
