But we know that level has no impact on what you can do now. It's still light level that restricts your ability to be successful in endgame content. It will be interesting to see what gear allows you to hit level 280, i.e. restricted to raid gear, etc.

True, but we also know that the best gear, and likely most of the TTK gear, will require you to hit 40 before you can equip it.
