Transfer all commendations (400 marks per character) to my warlock, activate xp boost, hand in 16 bounties.
Rank the shit out of those factions.
And hand in a ton of engrams to rank up the cryptarch.

You missed a step. Complete your quest to unlock you subclass before turning in bounties. That way no XP is wasted.
