personally i think you can complete it but not hand it in.. that would be the safest option.
My dead orbit quest need 1 more PvP victory.. ill wait till TTK before i finish it.

Do we need to equip a full set of armor? Have the shader and emblem, but my progress is not increasing.

Class item as well I.e. bond, cloak, mark

For me personally it was shader, class item and emblem.. that was for dead orbit.
