For me, I think I've solved the mystery... as far as my situation goes, anyway. So initially, I preordered the digital CE for TTK from Gamestop. I was told that the codes for the bonus items would be emailed on the release date; 9/15/15. When I saw some people running around with the preorder bonuses yesterday, I was confused. As it turns out, preorders from GS did not give you the bonus items early. With that, as a test, I went directly to the XB1 store and preordered the digital CE. After applying everything, I got the appropriate packages when I went to the tower. The same thing happened on my PS4 account. So I'll be cancelling my preorder @ GS since you get the exact same things from the digital store. I hope that helps to clarify the issue. Keep in mind that this is my personal opinion, I'm not sure if anyone else is having problems even if they preordered from the digital store.
