it's funny that no one has ANY solid information on if this is true or not. Everyone has just decided to call each other idiots. Perfect example of this community and the game.

the link in the OP is to the official bungie help topic, its all true, bungie just didn't clarify exactly what it means, for example are eris quests faction quests or just dead orbit, etc,?
