What's up with the kellhunter's hood?

Why does it have 3 defense? In fact why do all of the variks capes have 30 defense? Please tell me this is an error and not final values cuz i love that cape man.

Most likely because they aren't RNG drops. They aren't mark bought equipment either. Since they're so easy to get bungie probably just gave them low stats, although I do agree that it's absurdly low.
