Changes nothing....just makes using it frustrating. Bungie says it's to stop people hiding & using it on bosses during strikes. But if someone is hiding & sniping the boss it's probably because they will die if they just run out. So what, now players are just going to commit suicide over having to wait an extra 3 seconds per shot?....no they are just going to wait longer. It will just make things frustrating and have no benefit to anyone.
