Cite the US law that requires issuing marriage licenses
Well considering marriage is a state-governed institution, there is no federal law outlining how states should issue marriage licenses.
So states can do what they want regarding marriage so long as no specific group is excluded.
However, under the 14th Amendment, a marriage license that is issued in one state must also be legal in another, and that includes gay marriage licenses.
No. It does not. That is a reciprocity agreement between states, the amendment ruling prohibited the exclusion of sodomite marriage. A state can still reject marriage as a whole, not issuing any or recognizing any marriage licenses. There are no federal laws requiring states to offer or recognize this service.
Coupled with the fact that the same amendment is used to determine that states cannot deny certain groups from obtaining marriage licenses, the 14th Amendment remains the answer to your question.
So long as the states -blam!- over everyone equally, offering no marriage services, it is in line with the ruling and amendment.

And let me remind you that you still didn't answer my question about citing the bible verse.
No need to, sodomy is a failed social experiment that has been the hallmark of the decline for every civilization throughout history that embraced it.
