From this week's update:
Character Level Cap for all players will be raised to 34
- Level Cap for The Taken King will be 40
Could someone from Bungie please clarify this (Cozmo, Deej ... that intern whose name nobody remembers) ... because those two statements, when run together, imply that you are actually going so far as to lock players out of leveling up (beyond 34) unless they buy the Taken King DLC.
I'm hoping it's just poor wording, but you make a point to note "for all players" in reference to the 34 level cap ... then 40 for Taken King. If all players are able to cap at 40 - the first statement isn't necessary. Again - it implies you will be locking those who don't buy the next DLC out of even leveling up past 34 (and, in turn, lock them out of things like the new 'level 40 only' nightfall).
EDIT: Wasn't sure, so went back and checked a previous weekly update ... and yup, the Vanguard Heroic Playlist is also gated at level 40 too.
So once more - please, someone from Bungie, confirm that this is just really poor wording.
Thanks.

EDIT - UPDATED ANSWER:
From the patch notes for today's 2.0 update (https://www.bungie.net/7_Destiny-Update---09082015/en/News/News?aid=13474):
Character Level Cap raised to 34 for all players
- Your Character Level will be grandfathered into your highest possible Light Level from all gear in your inventory and vault
- Character Level Cap will be increased to 40 on 9/15 (requires The Taken King)
And there you have it. Level 40 will be attainable ONLY if you buy TTK, and this matters because it means that they are using a basic game mechanic as a means to lock players who do NOT buy this DLC out of content that they may already own - via the new "level 40 only" approach to Nightfalls, the Vanguard Herioc Playlist (the 'replacement' for the Weekly Heroic Strike) ... and perhaps even Daily Heroic Stories, etc.
I'm a season pass holder and still thought it was a low tactic when they refused to offer a non-DLC playlist for these modes and activities (like other games have for a decade now) - locking players out of them on a week-to-week basis based on what DLC they did / didn't have. But now - even IF you have the content for those modes and activities in a given week, you still cannot play them UNLESS you buy TTK.
Welcome to the age of digital extortion ... one "DLC" at a time.
Oh, and thanks Bungie ... for not having the decency (read: guts) to clarify / confirm this question - that was asked repeatedly in multiple trending threads since last week's update:

You're all class.

This means that people that don't buy TTK cannot use any high level TTK weapons and armor. They will also be excluded from the raid, new strikes and missions.
