I have it and got it around DO rank 10. Like everything else in year one it is heavily RNG. Hopefully some of the "smart" RNG in year two will help those who are trying to some of the faction items.

They have increased the "drop rate" of shaders and ships from faction packages in year two. And you wont be able to get duplicates :D

I know, RNG can be a bitch. I was one of the guardians who started with the Beta and didn't get Gally until Xur sold it a couple of weeks ago. I am really hoping the updated system is better.
